Department of Community Services (DOCS) Payments

Grandparents often share stories – and in so doing it is not uncommon to hear about the Non-Parental Care Allowance available through the Department of Community Services (DOCS).

People talk about this as an ‘entitlement’ – something that all grandparents can apply for and ‘should’ receive, however, this is not the case.

Supported Care Allowance

Grandparents raising their grandchildren in NSW may find they are eligible to receive assistance through the Department of Community Services (DoCS).

In 2006 the Non-Parental Care Allowance was replaced by the Supported Care Allowance. This payment brings grandparents into line with Foster Carers in the support they can receive and is based on the age of the child. It will not affect your Centrelink payment.

What is the Supported Care Allowance?

This allowance is a payment available to grandparents on a fortnightly basis. It is based on the age of the child and the basic Care rate currently (2007) stands at:

       0 - 4 years          $374
       5 - 13 years        $420
       14 - 17 years      $564

Recipients of a Supported Care Allowances will be eligible to apply for higher levels of allowances (Care 1 & 2 rates) subject to a special needs assessment which is conducted by a DoCs Caseworker

How will I be assessed?

An assessment must be carried out by a DoCS Caseworker. The assessment very much focuses on the needs of the child and whether the living arrangement will meet those needs.

Eligibility is determined using the following key issues:

- How did the child come to be in this person's care? Was this court ordered or a private arrangement?

- Is there any reason why the child cannot return to their parent(s)?

- Has DoCS been involved with the child previously due to child protection concerns? This would help to demonstrate the need this placement is now meeting.

- Is the placement deemed suitable for the child?

- Are the child's needs being met through the placement?

- Is the child likely to be at risk of entering formal out of home care or homelessness if financial assistance was not provided? Please note: A grandparent is not required to state anything to this effect, this is part of the Caseworkers assessment.

- Overall is the placement seen to be in the best interests of the child?

What will DoCS require of me?

Grandparents receiving the allowance will be asked to:

- Accept that they will take part in regular reviews of the allowance.

- Inform DoCS of any changes to their financial circumstances.

- Give DoCS permission to search their records regarding the carer’s personal history.

This last point will also apply to any adult members living in the household.

How do I apply for a Supported Care Allowance?

- Contact your local DOCS Office or the DOCS Helpline 13 2111 if you wish to make any enquiries regarding this payment.

- If you are uncertain about contacting DOCS, speak with your local Family Support Service organisation first and talk about your concerns. They may be able to assist you in making an application.
